Chip Roy should really read the 25th Amendment carefully - it is very difficult to remove a President who doesn’t want to go by using the 25th. Here is the process that has to be followed:
First, the VP and a majority of the Cabinet must declare that the President is unable to fulfill the duties of his office. If the President disagrees, all he has to do is inform the Speaker and president pro tem of the Senate that no such disability exists, and he resumes the duties of his office.
In that case, the VP and the Cabinet can inform the Speaker and the president pro tem AGAIN within 4 calendar days that the president cannot perform his duties. Congress must then meet within 48 hours to determine the matter. If they do not vote by a 2/3 majority in each house that the president cannot perform his duties, he resumes his office and duties. The decision must be made by Congress within 2 calendar days of when they are notified by the VP.
So if they try to invoke the 25th Amendment and Biden disputes it, they would need a supermajority of both houses to remove him.
