Back in the day we would call this whole mission a FUBAR or Charlie Foxtrot or maybe SNAFU, Situation Normal All F’d Up. But that seems to be SOP with everything Joey does.
Many of those requirements are made up by the contractors and then lobbied into law to put more billable bodies on the contract to fulfill the requirements.
