Delaware: Senate Committee Passes Legislation to Restrict Firearms on College Campuses and Properties!

Last night, the Senate Judiciary Committee passed House Bill 311, restricting firearms on college campuses and college-owned properties, even for concealed carry permit holders. This legislation is now eligible for a floor vote. Please contact your state senator by using the Take Action button below and urge them to OPPOSE this legislation.

HB 311 could lead to confusion among concealed carry permit holders who may not realize they are on property owned by a college or university. HB 311 adds all colleges and universities to the Safe School Zone criminal offense so that any person who knowingly possesses a firearm while in or on a college or university campus or property may be charged with an additional offense. Under Delaware's definition of a firearm, anyone found in possession of an airsoft or paintball gun would be guilty of violating this law. A person convicted under this section will be guilty of a Class E felony and will permanently lose their Second Amendment rights.

In the past, Delaware code allowed any law-abiding citizen of legal age to simply walk into a gun shop and buy a firearm with only an ATF check confirmation of his/her status, or to privately give/receive or purchase a firearm without further permissions except acknowledging the receiver's legal status.

Ongoing governor-instigated progressive legislative insults to the Second Amendment Right have changed much of that, while many other more sensible states have relaxed their harmful prohibitions, and thereby been safer states from gun violence as a proven unarguable benefit, uniformly.

A few years back, the Great State of Idaho enacted a law to make concealed carry on college campuses legal, providing the carrier held a current license of the higher of the two license levels.

Pundits warned of major issues, however there have been none.

Idaho campuses are, thus, likely more safe than those in Delaware.

I agree. Forbidding the presence of a gun by a law-abiding citizen makes the area a target-rich environment for the terrorist, the usual location they have chosen to perpetrate their murderous activities.

Actually, Delawares gun violence has not taken place on high school or college campuses, and there are quite a few for a state population of not quite a million. Most of the instances have been within the inner city limits, but outside the schools.

Most of the excuses for instituting greater infringements of the Second Amendment have been figments of the imaginations instituted by parties longing to achieve greater control of the population, part of it being a neurotic fear of guns in those who have never possessed, been trained in, or used firearms in sporting or self-protection purposes. They are simply not aware that where gun controls are implemented, those who are criminally minded only see that as a greater opportunity for their use on an unarmed population.

Everyone else will also lose their Second Amendment rights just with the passing of this legislation.

The schools should outlaw certified crazy people or known psychotropic drug users or felons from having guns on their campus. Students could go to out of state school which doesn’t have that law or take unnecessary education requirements online to minimize exposure on campus.
