BTW, I suspect they put that in the bill both to make it palatable to many congress critters and to tie abortion to a Constitutional right. Blocking access to religious institutions wasn’t an issue then. Maybe an attempt to tie it to attacks on black Churches which weren’t all that far in the past in 1994.

I was wondering about that. One would think of the two coverages as separate sections in a broader Act. As it is, it's thus rendered into political fruitcake.
