I just read that a Federal Judge still has to approve the deal which is supposed to take place on the 26th. Is that where the Judge is?

Yes. To Saipan in Solomon Islands which also contain Guam, all a US Protectorate where sits a USA federal judge to take the plea and approve the deal. Viva Assange!
