It's a bit tricky, the EU does have a "compulsory" policy allowing Muslim migrants legal migration to Eastern and Western European Nations from Asia.

However, SOME EU member nations don't have to follow the rules and can close their borders trapping the migrants in a nation on the transit route.

Other (weaker) EU Member Nations MUST follow the rules and allow trapped migrants to stay or face Economic Sanctions and Fees for doing the same thing that the Preferred EU nations do.

Standard "Rules For Thee, No Rules For Me!", and Orban calls the rule breakers out.
