What Biden is doing is saying something very softly under his breath, after very loudly into the microphone saying “Homeland Security Secretary..” . Very likely he is muttering because he has an earpiece or cochlear implant used by his handlers (Susan Rice) to give him instructions on what to say. He just forgot that you don’t talk back to the earpiece while giving a speech. You can hear the first words he says are “I don’t think”. Someone with audio background could extract the rest of what he is saying. Of there is someone standing right in front of him, between him and the camera, that he is talking to . That person has an invisibility cloak so of course you can’t see them (this is Morning Joe’s explanation)
