I admit this sounds naive, but…
What if the IDF setting up a landing/drop zone and relief is airlifted into the zone? Then the IDF distributes it to whomever it recognizes as a distributor for the relief to the noncombatants. Hamas interferes in any way, the effort ends.
Gaza has multiple roads leading into it from Israel and Israel is not stopping humanitarian aid. There are only a few possible reason for that pier ring build and none of them good. At best I think it was a political stunt to symbolically stand apart from Israel and, at worst, a way to ship arms to Hamas to he terrorists that hold at least a dozen American hostages.
That's one idea.
Here's another:
Let the USA and the rest of the civilized world stop treating the so-called "Palestinians" like helpless babies
and let them figure out ways to actually go to work to feed themselves and improve their own lives.
They spend their time, energy and resources trying to kill Jews instead of working to feed and support themselves.
The stupid USA and others give them billions of dollars in aid and they spend it making war on Israel.
Israelis live in the same desert they do and have managed to turn their land into a productive country and a decent place to live.
The muzzie terrorists in GAZA and the West Bank still live like 4th century goat humpers but are supported by the rest of the world.
They are such a mentally disturbed, dysfunctional and problematic people that even the other muslim countries in the Mideast do not want them and will not allow them in.
