Russia had plenty of these in Ukraine. They got the jump on the Ukrainians, had superior equipment, training and numbers and were right across the border. Over 2 years later, they’re still bogged down in positions gained through a surprise attack in force, not saboteurs. The place to look for sleepers is the hundreds of thousands of Chinese per year who obtain valid business, tourist, immigrant and diplomatic visas, not the hard luck cases who sold their earthly possessions or went into hock so they could afford the difficult passage through cartel territory.

I'll second Zhang on this,

For the Chinese to be doing this clandestine, they would need the active participation of the various Cartels in Mexico running the trade.
The Cartels are in the difficult position of doing things that make them money without severely antagonizing the US and I doubt they would go along willingly. If the US found that the Cartels were aiding the Chinese in willingly bringing Chinese agents in mass into this country they would have to expect that the US response will be to tell the the Mexican Navy the 'exact' details of the entirety of their operations.

Within 4 hours all senior leadership in the Cartel(s) would be dead.
