I would suggest all the way back to 2020...the Chinese economy was in a freefall situation. If you had wealth...why wouldn’t you see a exit and find a completely safe country that has bribe-friendly politicians?

I would imagine various ways were created to move wealth out of China. Mafia guys were approached and simply said they knew local politicians who could push the paperwork for a visa.

Between the economic conditions, crappy Chinese banking operations, lack of trust...it just makes sense to find a top-tier country to re-locate into.
