Suppose the Bill passes and is signed into law by the County Executive, what happens when a group of Transgender athletes files suit and a judge declares the bill unconstitutional?

Whose power takes precedence, the legislature or the judge?

Not sure but Nassau County Executive Bruce Blakeman has been great and balls out on this issue
