Sending boat loads of food to Africa is why we are now being invaded by overpopulated Africa.

The reason they want to bring food in, is because they know that if there is no food, there will be hordes of refugees fleeing Sudan and headed for neighboring countries that are easy to destabilize and then to Europe, which will strain countries in Europe that are already loaded with refugees.
Russia and Iran have a great deal of influence in Sudan and creating a refugee crisis to overwhelm Europe fits their MO elsewhere, such as in South and Central America and Cuba. They have been encouraging this stuff since the success of the Mariel boatlift.

Russia certainly likes to intervene there, and Jas throughout the Cold War, which is one reason they never get any peace :
