Oh, the Baltic States will fight. To them it’s revenge for Communism. Needless to say, they’ll do about as well as they did in WW2, and thus have the pleasure of living under direct Russian rule for another 45 or so years.
Baltic countries have something wider than a draft lottery.
There is a mandatory 9-11 month military training for every healthy man. Boys do this after high school and then enter the reserve.
From time to time men under 40-45 are called in for refreshment training and the employers are obligated by law to give them leave for that.
