I don't think Scott Adams is specifically blaming race or culture. He's giving simple practical advice.

It's risky to be around black people. Riskier than being around most people.

Why that is -- culture, rap music, Democratic policies, genetics -- isn't important. Let the eggheads figure it out.

What you need to know, as a practical matter, is that it's risky to be around black people. So try to avoid them.
