Phoenix is a valley, so our experiences are different. You are also a bit north of us. My wife would love for us to be able to live at high altitude. Swamp Coolers are also an in-between remedy.

I’m living in high desert now, at 5100 feet, when the nights are cool in Spring and Fall I use a whole house fan with all windows open to get the temp low and then close them about 7:00am, but when the real summer starts and the nights are also hot I use 2- 5,000 btu window units to keep my small house cool.
In the desert when the rainy season hits during summer and that horrible mugginess exists, A/C is a wonderful luxury.
