I have lived here for five years and I have not heard of a single construction worker dropping dead in the work zone. A lot of the work is done at dusk/night and especially from October to May. Free bottled water is widely available in professional offices and commercial locations (e.g. banks).
You are right that heat can kill, but if you expect it you (and employers, and the rhythms of the area) adjust for it.
