You know, I grasp the concept that POTUS needs authority to respond to an attack before Congress can assemble and declare war.
Running a 40 year long war against the rest of the world except for existing American satrapies like Ukraine, Taiwan, and Israel is not remotely an Article II power.

Someone here pointed out that in the old days, presidents had relatively free control of the Navy. So if a president wanted to send the Navy off to fight pirates, he just did it.
But using the Army was another story. Congress had to be involved.
Now Congress is just a debating society that is way over budget. And the president can do whatever the hell he wants with the entire military.
