I was driving through the Bronx in NY city recently and at an intersection, a large group of women in colored Hijabs swarmed the cars, selling fruit, drinks, newspapers.
Certainly no one was controlling them
I felt like I was in Somalia.

Reminiscent of the NY City thugs that held people hostage in their cars until they paid them for cleaning their car windshields while they were stopped in traffic or for a light. Giuliani got rid of them when he was Mayor.

You've got to jump through hoops of bureaucratic red tape, licensing, fees, inspections, and taxes to open up a restaurant. Meanwhile, Rosalita is selling street tacos outside of Padres games from her food cart and raking in a fortune.
