yes, we visited Oakland California a few months ago and this is what it looks like
A once-very decent (and clean) city of working people, open shops, and tidy streets.
Now a garbage dump.
40 years ago I sold Insurance to the teachers in the city of Oakland. I went into a lot of those schools and they had bars on the windows just like prisons at that time. I have a friend who taught first grade and had a Hispanic student bring a gun to school to protect himself from black bullies.
Oakland has not been a nice place to live in a very long time.
