We were not in a war since WWII? Sounds like you were not in Korea, Vietnam, Iraq etc. The men there sure thought they were in a war.

Sounds like you were not in Korea, Vietnam, Iraq etc. The men there sure thought they were in a war.Our soldiers saw combat. But they did not fight in an actual war. Korea ended in a stalemate. We lost Afghanistan and Vietnam.
Iraq is still a question mark.

He means fought a war with the will to win at all costs, to utterly crush and destroy the enemy and his will to wage war. That type of war.
