I can’t find the law that the President automatically gets a top security clearance. However, The President is the Chief Executive Officer. The Executive Branch issues the security clearances. Therefore, the Chief Executive is ultimately in charge of the security clearance.
I can see the agencies resisting the sharing of information with a convicted felon who otherwise would not have a security clearance.

No one has the authority to deny the voters a president by saying he needs to pass their security standard, we went through this with Obama, no one gives the boss of security clearances a clearance. Fiefdoms do play games with information and Presidents but if it comes to the attention of the boss, then he can assert his authority over them.
