What part of attacking another country is not an act of war? Is there some level of attack on another country that isn’t war? What’s your threshold for a non-strategic alliance attack on the US?

Not that my threshold matters anymore, but at this point I’d say hitting the World Trade Center is ‘non-strategic’, while taking out NORAD (or whatever gay black woman it’s now named after) is ‘strategic’.
