Some of it is done as a loss leader to use up resources of the state so they can make use of other methods.What you're talking about is called "pinging the system" and it's done with much smaller amounts to discover detection methods.

”The cops planted that weed in my car, man!”
“How much?”
“Five-hundred pounds.”
