If it’s not much use, why waste the missiles on it? Any idea why they would attack that particular site?

This is not current. The radar antenna is the big thing that looks like wings. Looking at the right “wing” it certainly looks like the radar is defunct. The building in the middle housed the transmitter and probably computers, 1960’s Soviet computers. It would have air conditioning and electrical distribution networks that would make it useful for modern communications and data processing facilities. Remember old school computer rooms with false floor with cables running underneath.
