I’m very familiar with Elmira...the problem is that renting has gotten a black eye due to the state absolving people from personal responsibility.
Dirty Little Secret is because the government has absolved people from said responsibility there are a class of folks that will never be homeowners because they don’t have any interest in keeping up a home nor bettering themselves. You can put them in a free home with programs to keep their house up and it will still look like a shambles in 5 years time. People complain about skyrocketing rents but the fact of the matter is the government inflicted 99% of all of this
