This is just a way to shoehorn "Good Cause" which just passed downstate into small towns in upstate NY. Good cause, which is defacto rent control and puts the tenant in charge of whether or not to extend the lease (not the property owner) is EXTREMELY unpopular in rural upstate. Although not mentioned SPECIFICALLY, you best believe Good Cause is bundled into the "Pro Housing" certification (trojan horse).
This is a way for Hochul to appease the leftists in downstate who were disappointed she didn't blanket Good Cause for the entire state AND to sneak it in to upstate without causing alarm.

Reads to me like Deep State wants to replace fleeing locals with migrants.

New York State has lost an amazing 19 seats in Congress (and electoral votes) since 1950. It had 45 congressional districts in 1950. It has 26 districts as of the 2020 Census. It last had that few in 1813-1823.

Governor Hochul last year, makes municipalities eligible for up to $650 million in state discretionary funding. Proving New Yorkers are overtaxed and the state is awash in money to waste.
