Agreed. Wheeler, the mayor, cut a deal with antifa, years ago. If Antifa didn't trash the city, Wheeler would throttle the police department. (The Portland city council are not only council members, they are also the commissioners of the various city departments. The mayor is also the head of the police department.)
Antifa broke the deal after Floyd, and laid siege to police stations and court houses, broke every pane of glass downtown, tore down all the statuary and fountains.
All the good PPD cops retired early, quit, or were fired, and currently, the PD is 300+ short of minimums, to provide even minimal coverage of the neighborhoods. (Response times for 911 calls is about 90 minutes.) Last year, the Portland PD gang unit was down to one guy at a desk.
Vasquez is being set up to fail, but Schmidt is too much of an embarrassment to be retained. He was thrown under the bus by the Party.
