These state policies aiming to attract industry inevitable cost hundreds of thousands of dollars per job “created.” I doubt that Rivian will ever produce a single vehicle in Morgan County. Before I retired, I used to help the UGA Institute of Government prepare “fiscal notes” for the Georgia legislature, which required an estimate of the state-budget implications (if any) for proposed legislation. Most of what we did was analyze proposed tax giveaways like those for the film industry.
I know many people want to get rid of the state income tax in order to compete with Florida and Tennessee for businesses and workers. But nobody has said how even half of the lost revenue would be replaced.
