First, on reflection and after reading some smart post, I don’t think the Fed should be pushing this legislation; it wouldn’t be their role. That said, I guess the answer you’re looking for is that the father gains a voice in decisions made during pregnancy. If abortion is the decision, the hope is that it is arrived at by both parties involved, I don’t see the need for a refund because, in my POV, the support covers financial issues incurred during pregnancy as well as beyond if the child survives. I’m not calling for war against fathers, just responsible involvement in the child’s journey.
Your questions are among those that ought to be posed during debate before any official action, since they seem relevant.
