I think it’s state law to take each of these cases to a grand jury. I also think it was to protect innocent people (against nasty prosecutors). Of course the law is from long ago, when only White men served on grand juries, so it might not work as well now that Baby Boom generation has destroyed the country.
It is not a state law in Texas that they have to take it to a grand jury.
