We have several long time friends in Germany who are moving to Hungary. They say their country, as a whole, has declined and they no longer feel safe.

And now this is being considered for their youth.. not sure this will end well.

Sounds more like some tough talk to "scare" the Russians. Germany has become a pacifist nation. They refused any combat role in Afghanistan, NATO operation.
