If the jobs are vacant, how does cutting them save money? Are they phantom employees?

Yeah, cutting “vacant” positions won’t save any $$ initially, but it is an annual budget proposal so no new “hires” to fill the vacant positions is where the savings comes....supposedly...I doubt they would have filled all those 10,000 positions over the next year.

What interests me is the proposed “...cuts funding to more than 200 state programs”...I will have to check out that list...hopefully some real B.S. “ringer” waste programs on that list.

Why bother to emigrate if you can draw a California pay check without leaving Ethiopia or Bangladesh?
