The officials’ explanation is that the ballots were SCANNED twice but not COUNTED twice. Sometimes, when they fed a ballot into a scanner, it didn’t get scanned properly for some reason, so they tried again.
The obvious check would be to examine the list of people who signed in to vote. The number of such voters in a precinct should equal the total number of ballots counted in that precinct. I don’t know whether this was done.

Do understand, though the suitcases should never have been put under the table, and the count should not have been restarted after inducing the observers and media to leave, the suitcases were the same ones which had just been packed up. You can clearly see that by the patterns of labels on the suitcases.

Yep, and the recount was faked to match the original results. Any legitimate recount would have caught the ‘mistake’.

They didn’t actually do a recount. They just re-reported their earlier results and changed a couple batch results so it wasn’t suspicious. There were found, in fact, in *partial* audits batches (usually around 100 ballots) which were very different in size from the marked counts, as well as at least one which was marked 100% Biden even though there were IIRC, about 20 Trump votes in the batch. Any actual recount would have caught those things regardless of any change in the outcome.
