Canada is the same as the US in the sense that hiring unqualified people from certain preferred groups is done to maintain a facade of assimilation; here in the US, government tries to force the private sector to do the same because it is far too expensive for government alone to shoulder the reparations burden (while still paying real employees to do the real work).
