She is referring to Herod Antipas not Herod the great. The same Herod who had John the Baptist beheaded.
You and Greene are historically wrong. Jesus was not handed over to Herod, nor his son, for crucifixion. Jesus was tried and sentenced to death in Pilate's court. Pilate was the ROMAN governor of Judea, who referred Jesus to a ROMAN court with a ROMAN judge.
According to Roman law, only the emperor, or his appointee could sentence capital punishment. A provincial Jewish court could not administer the death penalty.

Jesus himself said those who handed him over to Pilate had the greater sin. Pilate did try to pass the buck by sending Jesus to Herod for judgement but Herod refused and sent him back. In Acts 2 Peter himself said the Jews were responsible for killing Jesus “by the hands of lawless men”.
