Does not apply to judges via federal statutes and court decisions.

Like prohibiting someone from wearing a sombrero while singing “La cucaracha” at Taco Bell?

Also, there is no Title 18 USC § 1983. I'm guessing you earned your law degree by watching reruns of Matlock.
