It's not that the FDA and other health agencies are impotent
rather it is that this area of medicine is so specialized and has such influential contacts
that health officials retire, and then are hired by various pharmaceutical companies for their knowledge and influential contacts.
It becomes incestuous as industry researchers go into government, and then return to big pharma, and then may return again, ad nauseam.
Eventually, almost the entire governmental medical agencies are then hired by the pharmaceuticals where they make more money,given their knowledge and personal contacts.
