I was blocked from FR from Appleby’s WIFI in Madison, WI once.

Then use a VPN. Don't expect the government to solve a problem that you can easily solve yourself because they will "solve" it their way.

I solved it by asking them to unblock it, which they did. Some free wifi providers don’t allow vpn, either. I made no comment about Appleby’s policy nor about bet neutrality. I was only relaying a factual anecdote.
