So they want to disrupt the America they hate. They do so with blocking something (ship a few weeks ago, bridges, access to airports). Then they sometimes, possibly, get arrested. But then are back out. Not facing a terrible jail term or fine I presume. Possibly no punishment but a warning?
So what is the reason for these laws? Do they deter behavior?
Various jurisdictions differ on the laws against behavior of “those who block, obstruct, impede, or otherwise interfere with the normal flow of vehicular or pedestrian traffic upon a public street or highway.” Most I scanned seem to be light punishment offenses.
Here is a good report about California today. (excerpt: On I-880, CHP said there were hundreds of protestors and 12 were arrested. On the Golden Gate Bridge, CHP said 26 were arrested and taken into custody.

In Virginia, protest at someone’s home has a law against it:
“Any person who shall engage in picketing before or about the residence or dwelling place of any individual, or who shall assemble with another person or persons in a manner which disrupts or threatens to disrupt any individual’s right to tranquility in his home, shall be guilty of a Class 3 misdemeanor.”
