Texas does not asked people to prove they are a US citizen.
Texas just requires everyone to provide their birth certificate for new Driver License and renewals.
It is called Real ID which Congress passed as law in the 1980’s for Driver License, but did provide a start date to impliment.

He knows darn well that this will go nowhere. It won’t make it through the Senate, and won’t be signed by Biden. It probably won’t even be approved by the house.
