A Commander could serve as the captain of the ship without actually having the rank of Captain (O6).
One is a rank, the other a title.

“Commander” is his naval rank. He’s also the commanding officer of the ship, which makes him the ship’s captain.
A Commander isn’t necessarily in command of anything, and a ship’s captain could be a Lieutenant.
