You know, say what you will it is completely impossible for a billionaire to get the death penalty except in extremely few nations on earth. Most of which, had they greased the right palms would not be executing them.
In some countries, bribes won't work because the authorities can simply take all your property after killing you.
That's how it worked in Bolshevik Russia. And I suppose that's how it works in many African kleptocracies today.
