No, you’re wrong. If the big chains are required to pay $20/hour, small businesses will be forced to match in order to attract workers. In addition, everybody is focused on the increase in minimum wage, but IIRC, the new law also requires the affected employers to pay 401k, vacation, and other benefits on top.

At $20/hour the big chains are going to lay off and or raise prices. The local burger joint will actually see more workers available. Your scenario makes it look like wage control works. It doesn’t.
