Don’t have to fire. Just rotate offices to different cities — to spread the Fed $$ around the nation. Losers will not move and recipient cities (all red, of course) will compete to get the handouts.

Very easy to terminate a feral employee. You simply abolish the position. It is just a rule and rules can be changed at will by the sitting president.
