A. True. They do a lot that is or should be illegal in re US politics. And they are often inefficient or clueless about their mandated functions, what they should be doing.
B. But this here is what they SHOULD be doing.

Actually, if you believe in the rule of law as stated in the United States Constitution, the United States should not be engaged in war, or assisting either side in a war, without a formal Declaration of War by Congress.
The Constitution is a contract between the people of the United States and the government of the United States. The founders knew of the temptation of governments to become involved in foreign entanglements. Therefore the very well defined requirement the nation should not entangle itself in foreign conflicts without a formal Declaration of War voted on by the representatives of the people in Congress.
When you deviate from the rule of law, all kinds of mischief is possible as well as the depletion of the public treasury.
