Not quite. The idea was to deport the 18-45 male population to mainland Europe. Sounds like cocktail napkin stuff. I doubt it was serious plan if they wanted to keep the economy running.

Hitler did everything based on ideology rather than economics. He could have used the Ukrainians for soldiers or labor, but he started exterminating them. Same with most of the conquered peoples. One of TIKhistory’s videos covered this in detail. Virtually every decision was made based on ideology rather than the sane, reasonable thing to do.
