Both of these programs are taxpayer funded. Social Security should be self sustaining if managed properly - meaning get the government out of it.
As far as Medicare, same thing, Government involvement and regulations hamstring the programs efficiency.

Exactly right. The problem is the government manages things on the basis of political considerations instead of prudent efficiency and fiscal accountability.
The highest priorities of the government are doing whatever it takes to stay in power and secondarily to expansion the size, scope and power of itself.
Its all about self-interest, not good stewardship.
