Reminds me of Bongino’s two-day podcast with Kyle Seraphin. When Seraphin described the insane FBI shift from law enforcement to intelligence gathering, it was powerful.

Seraphin gave the example of a relatively new FBI agent. Once all the training, qualifying, etc is accomplished, the agent is set up with a ‘caseload.’ A certain amount of files (people) that the agent tracks. The ‘file’ remains open as long as the agent ‘touches’ the file every 90 days. As long as that ‘touch’ occurs, the ‘file’ never closes. It could be open indefinitely. A ‘touch’ of a file could as simple as a new note (piece of paper) that the agent reviewed the file.

Seraphin described seasoned FBI agents who already had many years in the agency, and who wanted to complete at least 20 years. They were disgusted with this intelligence gathering crap, but did not leave.
