Yes, I suspect that's what will happen. Rerouting traffic is another separate problem which I'm sure is solvable, though at a cost.
Exactly. The Harbor Tunnel (I-95 then I-895) and the west part of I-695 were all that was there prior to the completion of the FSK bridge in 1977 and the Ft. McHenry Tunnel (I-95) in 1985. The region and the country survived long before that bridge existed. The Port is the far more important issue. Clear the debris and get the Port back in operation.
