All those people who came in through Ellis Island back in the day (as depicted in The Godfather II) certainly did not get anything like that.

They got fed while they were there, but once they left they were expected (and actually required by law) to take care of themselves and not be a burden on the public.

On the other hand, these immigrants were legal, were examined for communicable diseases, and questioned as to their political beliefs. If the authorities didn’t like what they saw, they were sent back.
